Miss Ruston has not yet sent the draft memorandum at No.8 to the Foreign Office and I have asked her to defer doing so as I think it will require to be revised and shortened for the purpose of a Ministerial approach. I will get on with the revision of the memorandum on this basis as soon as the letter to Mr. Bevin, of which the draft is submitted, has issued.
